CPD 2Many procurers throughout the world are the unwitting victims of anticompetitive activity, leading to them paying higher prices for goods and services than they should, with the ultimate losers being taxpayers and consumers. Sometimes a dominant supplier exploits its monopoly position; on other occasions a group of suppliers holds secret discussions to fix prices and/or share our customers or jobs. In this presentation Brian Malone and Kate Bridge from the Competition and Markets Authority (formerly the Office of Fair Trading) will present some examples of this unethical and exploitative behaviour that have come to light and provide you with some knowledge and tools that can help to reduce the likelihood of you being a victim.

CPD 2Open Source Software is increasingly developed and used in the IT systems that all organisations rely on for the operation of their businesses. Whilst it is commonly thought to be "free" software that anyone can use, Open Source is, in fact, licenced to users on terms that can range from permissive to restrictive. All organisations need to know what Open Source is incorporated into the IT systems they purchase/procure and use and what they can and cannot do with it. Where development work is carried on that makes use of Open Source software the implications of that need to be understood to avoid future problems.

This session will cover the basics of how the Open Source concept works, the different types of licences that are commonly encountered and some ideas as to what any strategy that is developed relating to the procurement, purchase, use and development of IT systems that include Open Source software code should include, and what are the issues for both public and private sector organisations to look out for.’
